2016 Noise monitoring and management plan in Tainan city

This project focused on the noise pollution is principally categorized into nine parts: 1) to complete non-stationary environmental and traffic noise monitoring in Tainan; 2) to perform noise monitoring according to the noise-related complaints or the location specified by TNEPB; 3) to complete on-site vehicles noise measurement of running engine; 4) to complete checking the relevant equipment of the air station; 5) to assist TNEPB in reviewing or amending the city noise control laws and regulations, and handling of relevant noise guidance sessions and inviting expert to have counseling lecture; 6) frequently updating and maintaining the noise regulation website of Tainan; 7) in coordination with regular noise nuisance inspection and counseling to carriy out a noise pollution traceable chain for each case. The origin of pollution source could be determined and analyzed in order to reduce the repeated case reported by citizens; 8) to implement the performance assessment of noise regulatory policy enforced by environmental protection department; 9) other noise regulatory related works (including religious carnival project). Tainan environmental and traffic noise monitoring was performed at 12 environmental noise monitoring stations and 12 roadside traffic noise monitoring stations. During the execution of the project, we completed total 192 times (achieved 100%) environmental and traffic noise monitoring. All the monitoring data throughout four seasons in 2016 have been uploaded to noise regulation website of environmental protection department. Measurement for the noise nuisance cases have been completed 10 times. All the monitoring results complied with the noise restriction standard. The on-site vehicles noise monoitoring were performed total 54 times, and the completion rate achieved 102% due to one additional test out of the scheduled program. The 259 of 1040 intercepted vehicles were required to undergo further inspection. Among the inspected vehicles, 114 were prosecuted (44%), all of which were then improved. In addition, 1120 reported vehicles were recalled and 1070 vehicles have been inspected, which 1 vehicles were prosecuted (0.1%) and improvement rate reached 96%. Three noise pollution conferences were organized in 2016. The content of first seminar was an introduction of “Noise pollution conferences in Southern Taiwan university of science and technology” which was held on Apr 4, 2016.The second seminar “ Self-management on noise nuisance and air pollution from Tainan City high school bus” was held on Jun 24, 2016. The third seminar “Education to promote the concept of Noise of using vehicle’s engine in Tainan school” was held on Dec 15, 2016. One of the priorities this year is to assist in reviewing, amending or redistributing Noise Control Ordinance Clause 7, 8 and 9. It could be summarized into 4 sections: 1) The Noise Control Ordinance Clause 7 has been released on Dec 31st, 2015. Relevant information according to Article 3 of the Code of Practice for Noise Controlled Zone will be collected for designating Noise Controlled Zone in 2017; 2) According to the Noise Control Ordinance Clause 8 notice of the matter to review and announcement; 3) Review the assessment of Noise Control Ordinance sub-clause 1 to 6 of Clause 9, follow-up will be related to the announcement process; 4) The scheme of aircraft noise restriction area followed the resolution of conference in 2015.
